Panel 1: Justice: “New Justice Laws! Presidents don’t have any power unless you enforce it with a military. But you can now commit as many crimes as you want.”
Panel 2: Nixon: “Doesn’t this mean the president is now above the law?”
Justice: “No. Not at all.”
